贝宁共和国是撒哈拉以南非洲最稳定的民主国家之一。贝宁驻华大使西蒙•阿多韦兰德阁下在致辞中谈到, 帕特里斯•塔隆总统自2016年4月就任国家元首以来, 与贝宁政府对所有部门进行了重大改革, 加上政府实施的2016-2021五年行动计划, 贝宁社会经济发展发生了根本性转变。他严谨、坚定和勇敢的行动让公共财政管理更健康, 不仅为国家也为居民的日常生活带来了实实在在的成果。在道路基础设施建设、电气化率提高、学童食堂改善、饮用水可供给、医院建设、卫生系统改革, 公共服务的数字化, 商业环境的改善和旅游产品的多样化等也取得瞩目的成绩。根据世界银行的分类, 所有这些令人鼓舞的改革使贝宁从低收入国家转变为中等收入国家。因此, 贝宁与佛得角、科特迪瓦、加纳、尼日利亚和塞内加尔一起加入了西非中等收入国家俱乐部。
The Republic of Benin is one of the most stable democracies in sub-Saharan Africa. H.E. Mr. Simon P. Adovelande, the Ambassador of Benin to China, said in his speech that since President Patrice Talon took office as the head of state in April 2016, he has completed major reforms with all divisions of the Beninese government, and he has fundamentally transformed Benin's socio-economic development through the government's five-year action plan for 2016-2021. His rigorous, determined and courageous actions made tangible results for healthier public financial management, not only to the country but also to the daily lives of its residents. Notable achievements have also been made in road infrastructure construction, increased electrification rate, improvement of school children's food serving, availability of drinking water, hospital construction, health system reform, digitization of public services, improvement of the business environment, and diversification of tourism products. All these encouraging reforms have transformed Benin from a low-income country to a middle-income country, according to the World Bank classification. Therefore, Benin has joined the West African middle-income countries along with Cape Verde, Côte d'Ivoire, Ghana, Nigeria and Senegal.
贝宁与中国于1964年建立的外交关系并于1967年中断, 于1972年12月29日重新恢复外交关系。因此, 中贝两国在友谊、信任和相互尊重的基础上迎来合作50周年。50年来, 这些关系继续发展得越来越牢固。中国在贝宁的合作中取得的成就对贝宁人民生活的所有重要领域都有影响, 如卫生、教育、工业、行政和社会经济基础设施、贸易和投资。
Diplomatic relations between Benin and China, established in 1964 and suspended in 1967, were re-established on December 29, 1972. Therefore, the two countries are celebrating the 50th anniversary of cooperation on the basis of friendship, trust and mutual respect. In the past 50 years, these relationships have continued to grow stronger and stronger. The achievements of China's cooperation in Benin have great implications for all important areas of life of the Benin people, such as health, education, industry, administrative and socio-economic infrastructure, trade and investment.

He said that we are here to celebrate for the 62nd anniversary of the independence of the Republic of Benin. Benin has a long history and splendid culture, as well as hard-working, intelligent and brave people. This country enjoys a high reputation in the hearts of the Chinese people. This year marks the 50th anniversary of the resumption of diplomatic relations between China and Benin. For half a century, the friendly and cooperative relations between the two countries have withstood the test of the changing international situations. Both sides have always been sincere and friendly, equal and mutually beneficial, united and cooperative with each other. In recent years, under the direct leadership and guidance of President Xi Jinping and President Talon, China and Benin’s relations have shown a good momentum of vigorous development. The political mutual trust between the two countries has been continuously enhanced, the practical cooperation has achieved remarkable results, the people-to-people and cultural exchanges have been promoted in many ways. The two countries have joined hands to fight against the pandemic. The friendship between our people has become deeper and stronger.
