国家主席习近平1月6日在人民大会堂同哥斯达黎加总统索利斯举行会谈。两国元首共同宣布中哥建立平等互信、合作共赢的战略伙伴关系，同意紧紧把握政治互信和互利合作两个轮子，带动中哥关系持续向前发展。
Chinese President Xi Jinping held talks with the President of Costa Rica Solis at the Great Hall on January 6th. The two leaders announced the establishment of a win-win strategic partnership with equality, mutual trust and cooperation between China and Costa Rica. Both countries are willing to build political mutual trust and complementary beneficial cooperation to push forward the continuous development of bilateral ties.
习近平强调，去年7月，我同你在巴西利亚见面时，我把中哥关系比作美洲象耳树，生机勃勃、枝繁叶茂，你把中哥关系比作万里长城，坚不可摧。中哥都重视同对方国家发展关系，两国关系基础扎实、发展踏实、成果殷实。我今天同总统先生共同宣布中哥建立平等互信、合作共赢的战略伙伴关系，这充分体现双方推动两国关系发展的坚定意愿。
Xi said that “When I met you in Brasilia last July, I said that the China and Costa Rica’s relationship is vibrant and flourish like elephant ears tree in Latin Americas, and you said the relationship is also solid and practical like the Great Wall. Both countries attach great importance to the bilateral relationship. Today, I and President Solis jointly declared the new strategic partnership with equality, mutual trust and cooperation, this remarkable move fully reflects the strong desires for developing a smooth bilateral relation between the two countries.
习近平指出，我们要站在战略高度，把握中哥长期友好、共同发展的大方向，在涉及彼此核心利益问题上相互理解和支持。要保持密切高层交往，加强两国政府部门、立法机构、政党友好交流，为双方合作凝聚广泛共识。要尽早着手研究、制定《2016年至2020年中哥合作共同行动计划》，继续用好两国自由贸易协定。要继续开展经济特区建设合作，积极推进基础设施建设、农业科技、数字电视和移动通信技术、清洁能源等领域合作。中方支持哥方开展汉语教学，鼓励两国文化机构互办展览，愿同哥方加强旅游合作，希望哥方简化中国公民入境手续。双方要密切气候变化等国际地区问题上沟通协调，共同维护发展中国家利益。
Xi also pointed out that we need to take a strategic height to maintain long-term friendship with Costa Rica through common development and supporting each other in the core issues. The governments should maintain high-level exchanges between their government departments, legislative bodies, political parties to achieve broad consensus. In order to initiate “The Common Action Plan for 2016-2020”, the two countries will utilize the bilateral free trade agreement to continue their cooperation in building economic zones, to promote the infrastructure construction as well as the cooperative projects in agricultural science, digital television and mobile communications technology, clean energy and other fields. China fully supports Costa Rica to expand Chinese language teaching and encourage each other to organize various cultural exhibitions. Costa Rica is willing to strengthen cooperation in tourism through simplifying the visa application procedures for Chinese citizens. Both sides will closely communicate on climate change and other international and regional issues to jointly safeguard the common interests of developing countries.

索利斯表示，建交7年来，哥中友谊之树茁壮成长，两国关系取得了前所未有的历史性发展，亲密而有力，务实而强劲。哥斯达黎加政府和人民感谢中方为哥方经济社会发展和治理能力建设方面提供的支持。哥方高度重视哥中关系，希望赋予两国关系更多战略内涵，不断增强双方政治互信，期待深化两国科技教育、投资、基础设施等方面合作，以提高哥方经济整体水平和竞争力。
Solis said that since the establishment of diplomatic relations seven years ago, China and Costa Rica continuously developed a great friendship. The bilateral relations have achieved remarkable progress; it is intimate but powerful, pragmatic and strong. Costa Rican government and people appreciated China's support for economic and social development and governance competence expansion. Costa Rica attaches great importance to this relation and wants to give more strategic connotation of the bilateral relations to constantly enhance mutual political trust and deepen the connections in science and technology, education, investment, infrastructure and other sectors so that Costa Rica will improve its overall competitiveness.
索利斯表示，哥斯达黎加为能作为拉共体轮值主席国为中拉论坛首届部长级会议发挥协调作用感到高兴，愿意为加强中拉合作继续作出努力。
Solis also expressed that Costa Rica, as the rotating president of the Community of Latin American and Caribbean countries, will play a coordinating role to organize the First Ministerial Forum. Costa Rica will continue making more efforts to develop and maintain China and Latin America’s cooperation.
会谈后，两国元首共同见证了经济技术、经济特区、检验检疫等领域合作文件的签署。双方还发表中华人民共和国和哥斯达黎加共和国联合声明。
After the talks, the two leaders witnessed the signing ceremony of a series cooperative agreements on economic and technical trading, economic zones, quarantine and other areas. The two sides also issued a joint statement People's Republic of China and the Republic of Costa Rica.
