The Second Session of the 14th National People's Congress (NPC) and the Second Session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) were held in the Great Hall of the People in Beijing on March 4, 2024. Home and Abroad News Press is the main stream media which has been granted the permission to cover the Two Sessions. Home and Abroad News Press has been approved to cover the NPC and CPPCC for 24 consecutive years, and requested by the Foreign Affairs Committee of the National People's Congress, Home and Abroad News Press conducted a special interview series with some ambassadors of selected countries in China. On the afternoon of March 8, Home and Abroad News Press had an exclusive interview with the Ambassador of Iran to China H.E. Mr. Mohsen Bakhtiar at the Embassy of Iran in Beijing. President of Home and Abroad News Press Mrs. Wei Yan presented the "Commemorative Envelop" of the Second Session of the 14th National People's Congress to Ambassador Mohsen Bakhtiar, and sincerely invited him to be the Honorary President of Home and Abroad News Ambassadors Club.

“Hello, Your Excellency the Ambassador, as China's National CPC and CPPCC are now underway. In your opinions, what is the contribution of the Chinese government's 5% economic growth target to the global economic growth? What do you think about the current positive China's economy?” we asked.
穆赫森•巴赫蒂亚尔大使首先祝贺中国“两会”召开，他说，新的发展理念意味着中国注重 “以人为本”和 “决策优先”，而同时召开政协和人大会议则象征着一种典型的 “中国式民主” 模式。与西方以价值观为基础的人权方式不同，中国的实践证明，每个国家都可以追求自己的 “本土价值”，人权和民主不存在 “一刀切” 的模式。
Ambassador Mohsen Bakhtiar firstly congratulated China's "Two Sessions", he said: New development philosophy means that China is focusing on “putting people first” and “prioritizing them in its policymaking efforts”, and the simultaneous holding of CPPCC and NPC symbolizes a typical "Chinese-style democracy" model. In contrast to the Western values-based human rights approach, China has proven that every country may pursue its “local values”, and there is no one-size-fits-all model in human rights and democracy.

Currently, the world bears witness to the catastrophic effects of the Western powers' man-made crises in the Middle East who seeks security at the expense of others to achieve their illegitimate interests and plan to restrict countries; first by destroying regional security and then through Sanctions, Oppression, and Maximum Pressure, so unilateralism and bullying are significant menaces of the world. Meanwhile China by intertwining the concepts of development and security highlights that these “two factors, together” are critical to human prosperity, guaranteeing global economic growth.

I believe that China adheres to peaceful development rooted in its constitution and aims to focus on “high-quality development” while “following the vision of comprehensive, cooperative, and sustainable security”. These plans, driven by “Chinese wisdom”, unveil solutions for dealing with the challenges of today's world.

China considers all countries, regardless of their size or power; equal members of the international community. This fundamental policy underscores China’s commitment to treating nations with respect and encouraging global collaboration, from which other nations can learn lessons.

Ambassador said that the State visit of His Excellency Mr. Seyed Ebrahim Raisi, President of the Islamic Republic of Iran, at the invitation of H.E. Mr. Xi Jinping, President of the People's Republic of China, was conducted in February 2023 to strengthen the Comprehensive Strategic Partnership between Iran and China. During this visit, the leaders reached a consensus on bilateral and multilateral matters and charting a course for the future development of Iran and China cooperation.

Iran’s pivotal role in fostering peace and stability and in securing energy supplies in the Persian Gulf is pivotal for global security and is acknowledged by our Chinese counterparts. The Islamic Republic of Iran has actively contributed to sustainable security and energy security in the region, which benefits the development of the entire Middle East and West Asia and serves the global community’s interests. Our collaboration with China has already yielded positive outcomes, such as expediting the reconciliation process in the Middle East which is a promising start.

Also, in the field of security and defense cooperation, Iran and China have consistently condemned all forms of terrorism and rejected the use of double standards in the fight against terrorism and disapproved associating terrorism to any religion and ethnic group. As two great civilizations, Iran and China have a huge capacity to encourage moderate ideologies in order to curtailing the breeding ground for terrorism. Also, the strategic communication of the defense sectors and the cooperation of the military forces at all levels in various fields are expanding. The two countries play an important role in ensuring maritime security and will soon hold the Maritime Security Belt 2024 exercise, which is a symbol of the strategic cooperation between the two countries.

Over the past year, Iran and China have achieved new milestones for their peoples through holding the joint economic commission. Furthermore, during the 2023 visit of Iran's First Vice President to CIIE Exhibition at Shanghai, Iranian and Chinese companies laid out robust plans for expanding commercial cooperation. Both the Islamic Republic of Iran and the People's Republic of China prioritize food security and the enhancement of agricultural production capabilities, a focus that was clearly reflected in the recent Work Report from the Two Session 2024. Enhancing food security represents a significant area of collaboration between the two nations.

Last year marked significant strides in people-to-people cooperation between Iran and China, aligning with the Belt and Road initiative. Given Iran’s historic role in bridging East and West via the Silk Road, we deem the continued success of the Belt and Road Initiative and the enhancement of practical cooperation under this framework as paramount. In the same vein, Iran and China, together with other nations, inaugurated the Alliance for Cultural Heritage in Asia under the Belt and Road Initiative. Additionally, Tehran proudly hosted the inaugural meeting of major think tanks from both countries, a move set to enrich mutual understanding and collaboration. Presently, the “Glory of Iranian Civilization” exhibition, showcasing Iranian antiquities, graces the Forbidden City, reflecting the profound historical ties and longstanding cooperation between our two civilizations. This exhibition has received a warm reception from Chinese citizens. Moreover, Iran hosted the meeting of Ancient Asian Civilizations in 2023, with China’s robust support.
除双边合作外，伊朗与中国还在国际和区域领域开展高级别合作。为促进和平与全球发展，两国在联合国机制框架内开展了良好合作，包括全球发展倡议之友小组、联合国宪章之友小组和77国集团。两国还在上海合作组织、金砖国家、阿富汗邻国机制等地区机制中密切互动。
Cooperation between Iran and China, in addition to bilateral dimensions, is ongoing at high levels in international and regional fields. In order to advance peace and global development, the two countries have good cooperation within the framework of United Nations mechanisms, including the Group of Friends of Global Development Initiative, the Group of Friends of the United Nations Charter, and the Group of 77. They also interact closely with each other in regional mechanisms such as the Shanghai Cooperation Organization, the BRICS, the Neighboring Countries of Afghanistan mechanism and other regional mechanisms.

These mentioned collaborations are just a segment of the Comprehensive Strategic Partnership between Iran and China in 2023. The signing of the Comprehensive Cooperation Plan has charted a long-term 25-year roadmap for the bilateral relationship between two countries and the visit of H.E. Mr. Raisi to China in 2023, along with the mutual presidential agreements and censuses, aligns with the execution of this roadmap. In 2024, our two nations will witness more benefits of this high-level cooperation, undoubtedly.
