Wei Yan pointed out that, after attending the United Nations “Future Summit Action Days”, we visited model cities in promoting green low-carbon development, including Los Angeles and Atlanta in the United States, Toronto in Canada, and Brisbane and Melbourne in Australia. The former Deputy Minister of Finance of Malaysia H.E. Mr. Donald Lim Siang Chai, who has served as Member of Parliament for Petaling Jaya South, Selangor, Malaysia, Parliamentary Secretary of the Ministry of Transportation, Deputy Minister of Information, Deputy Minister of Tourism, etc., attaches great importance to this Malaysia International Carbon Neutral Development Action Forum in Kuala Lumpur, and said in his speech: "It is a great honor for me to be able to speak on the important theme of Malaysia's carbon neutral development. We come together at a time when the impacts of climate change are becoming more and more evident, with rising temperatures, unusual weather patterns, flash floods and sea level rise no longer just abstract threats, they are happening. Low-carbon policies are not about sacrificing economic growth; they are about redefining it. Clean energy, green transportation, energy-efficient buildings, climate-smart agriculture, and circular economy practices can open up new industries, create green jobs, and reduce our dependence on fossil fuels. To realize this vision, our policymaking must be rooted in five strategic directions:
1.能源转型:从化石燃料转向可再生能源是任何低碳战略的核心。马来西亚拥有未开发的太阳能潜力。我们必须扩大对太阳能、水电和其他可再生能源的投资, 并加强电网, 以实现更清洁、更可靠的能源系统。
Energy transition: Shifting from fossil fuels to renewable energy is the core of any low-carbon strategy. Malaysia has untapped solar energy potentials. We must scale up investments in solar, hydropower and other renewable energy sources, and strengthen the power grid to realize a cleaner and more reliable energy system.
2.可持续交通:交通对我们的碳排放量有重大影响。政策必须支持公共交通的扩展、电动汽车的采用以及低排放物流网络, 特别是在城市中心。
Sustainable Transportation: Transportation has a significant impact on our carbon footprint. Policies must support the expansion of public transportation, the adoption of electric vehicles, and low-emission logistics networks, especially in urban centers.
3.绿色城市发展:我们的地方当局应该被赋予实施低碳城市框架、推广绿色建筑和执行可持续土地利用规划。
Green urban development: Our local authorities should implement low carbon urban frameworks, promote green buildings and sustainable land use planning.

Industry and Innovation: We must support Malaysian industry to adopt energy efficient technologies and decarbonization pathways. Policies must include incentives for clean manufacturing, carbon accounting and digital innovation.
5. 气象管理和融资：我们必须增强跨部门合作, 信息分享与决策, 以及气候融资的考量, 可以建立绿色国际基金机制, 例如绿色气候基金。
Climate management and finance: We must enhance cross-sectoral cooperation, information sharing and decision-making, and consideration of climate finance, possibly through the establishment of green international fund mechanisms such as the Green Climate Fund.

中国碳氢国际产业联盟公司总裁张无忌先生在会上详细介绍了碳氢核肥的技术原理与实践成果。他谈到, 碳氢核肥区别于传统肥料, 充分利用碳氢氧氮等天然元素, 在促进作物生长同时, 降低农业生产碳排放, 助力农业生产向生态有机转型。在国内多地试点中, 碳氢核肥种植的农产品品质提升显著, 且有效减少了化肥使用对土壤、水源的污染, 为农业低碳循环发展提供了可复制的“中国技术”。
President of China Hydrocarbon International Industry Alliance Inc. Mr. Zhang Wuji introduced the technical principles and practical achievements of hydrocarbon fertilizers in details. He said that hydrocarbon fertilizer is different from traditional fertilizers, fully utilizing natural elements such as carbon, hydrogen, oxygen and nitrogen, and promoting crop growth while reducing carbon emissions from agricultural production, helping agricultural production to ecological and organic transformation. In many pilot sites in China, the quality of agricultural products grown with hydrocarbon nuclear fertilizer has improved significantly, and effectively reduced the pollution of soil and water sources caused by the use of chemical fertilizers, providing a replicable “Chinese technology” for the development of low-carbon and recycling agriculture.
