缅甸联邦共和国是东南亚的一个国家，也是东南亚国家联盟的成员国。今年是中缅建交66周年。中缅一直以“胞波”情谊来称颂两国的友好关系。缅甸驻华大使蒂林翁不久前在接受本刊记者团记者专访时对两国关系发展作出高度评价。他表示，一个更加开放的缅甸，对两国关系和两国利益具有积极的意义。
    Republic of the Union of Myanmar is a country located in Southeast Asia, and it is a member state of the ASEAN. This year is the 66th anniversary of the establishment of diplomatic relations between China and Myanmar. Both countries have been recognized as “blood brothers” for their everlasting friendship. The Myanmar Ambassador to China, H.E. Mr. Thit Linn Ohn recently accepted our exclusive interview request and spoke highly on the bilateral relations between China and Myanmar. He said that an open Myanmar will be suitable and meaningful for the bilateral relations and the common benefits between China and Myanmar.

    谈到建交66年来的中缅关系，蒂林翁大使评价说，“66年，是个很长的时间段。我们一直很自豪，我们是最先与中国建交的国家之一。此后，无论是响应周恩来总理提出的和平共处五项原则，还是各个时期的高层往来，都不断推动着两国的‘胞波’友谊。如今，我们两国的关系已经发展到了全面战略合作伙伴关系的高度，两国关系已经达到了最好的阶段。”
    When talking about the establishment of diplomatic relations between China and Myanmar 66 years ago, Ambassador Thit Linn Ohn said that: “66 years is a very long period of time. We have been very proud that we were one of the first countries to establish diplomatic relations with new China. Since then, Premier Zhou Enlai proposed the Five Principles and frequent high-level exchanges between the two countries for the time being, the two countries have built strong friendship with each other. Today, our relations have developed to a comprehensively strategic partnership relations, the bilateral relations have reached the best stage.”

    “您好大使先生，中缅两国是一衣带水、山水相连的友好邻国，尤其是在习总书记提出‘一带一路’建设倡议后，两国关系尤为重要。作为缅甸驻华大使，您将如何在你的任期内继续推动中国和缅甸关系健康向前发展？”记者问。
    “Hello Mr. Ambassador, China and Myanmar are close neighbors with deep friendship and geographic connection. After Chinese President Xi Jinping proposed the “One Belt, One Road” strategic initiative, the relationship between Myanmar and China is becoming more and more important. As the Myanmar Ambassador to China, how will you promote and further develop the China and Myanmar’s relationship during your tenure here in China?”

    蒂林翁大使表示，缅甸非常重视中国提出的“一带一路”倡议。他认为，包括缅甸在内的地区内国家和世界其他国家都能从中受益。他说，这是将是中国推动世界经济发展的重要贡献。“中国的初衷不仅是为了邻国的发展，地区的发展，也是为了与其他国家共同发展，‘一带一路’，更多的是一种信心，支持‘一带一路’的国家，中国都愿意帮助。我们都对中国的倡议很有信心”。
    Ambassador Thit Linn Ohn said that Myanmar attaches great importance to China's “One Belt, One Road” strategic initiative. In his views, the whole region including Myanmar and other countries will receive significant benefits from it. He said that it will be another important contribution from China to promote world economic development. “China's intention is not only to help neighboring countries and the region for more growth, but also to help other countries for common development. “One Belt, One Road” initiative is more like confidence and support to all countries for being a part of this great plan. We have full confidence on China's initiative.”

    随着大使先生拿着一本书向记者介绍说，作为缅甸驻华大使，我已经在关注中国提出的“一带一路”，我把中国出台“一带一路”有关法律文件、沿线国家项目等资料全部翻译成缅文，和本国专家研究，抓住从中受益机会。特别是在孟（加拉）、中（国）、印（度）、缅（甸）经济走廊撰写了很多可行性报告，这些将对推动中国和缅甸关系健康向前发展发挥了极其重要的作用。
    When Mr. Ambassador holding a book, he talked to the reporters: “As the Myanmar Ambassador to China, I have paid close attention about China's “One Belt, One Road” initiative, I translated many relevant legal documents from Chinese to Myanmar language as well as other important information about this cross-national project.  I worked with the experts from Myanmar and tried to discover more opportunities from this project, especially for the Bangladesh, India, Myanmar and China economic corridor. This project will play an extremely important role to promote the relationship between China and Myanmar.

    中国目前是缅甸的第一大贸易伙伴，2014年中缅贸易额达249.7亿美元，同比增长146％；截至2014年底，中国累计对缅协议投资金额146.7亿美元，占缅甸累计利用外资总额的27.7％，居外国对缅投资第一位。请问2016年缅甸有哪些重点项目引进中国企业投资合作？项目主要涉及哪些领域？记者就此与蒂林翁大使交流。
    China is currently the largest trading partner of Myanmar. The bilateral trading volume in 2014 was 24.97 billion USD, 146% increase from the previous year. As of the end of 2014, China has made direct investment to Myanmar for more than 14.67 billion USD, which is counted for 27.7% of Myanmar’s total foreign investment. Once again, that made China as the first investment partner in Myanmar. What are the major projects Chinese enterprises are making direct investments in Myanmar? What sectors are those projects related to? we asked.

    蒂林翁大使说：“我们国家经受了西方国家多年制裁，在这个过程中，多亏了来自中国的援助。我相信中国乐于看到缅甸的发展。所以一个更加开放的缅甸，对两国关系和两国利益有积极的意义。2011年开始，缅甸制定了一系列经济改革措施，推进市场开放。为了保护投资者利益，缅甸还出台新的外国投资法，鼓励外资进入，这对于有意在缅甸投资的中国企业来说，是一个非常好的机会。
    Ambassador Thit Linn Ohn said that: “Our country has withstood the sanctions by the Western countries for many years. In that process, we received assistance from China. I believe that China is happy to see Myanmar’s development. An open Myanmar is more in line with the common interests of China and Myanmar. Since 2011, Myanmar made a series of economic reform measures to promote open markets in order to protect the interests of foreign investors. Myanmar has also introduced a new foreign investment regulation to encourage foreign investment, which offers a good business opportunity for Chinese enterprises investing in Myanmar.

    蒂林翁大使说，缅甸农业、采掘业、基础设施、制造业、旅游业等领域投资有相当的潜力，缅甸气候适宜多种植物生长，并有大量耕地和水资源，资源丰富。2016年缅甸拟招标开发26个油气区块。
    Ambassador Thit Linn Ohn said there are a lot of investment potentials in Myanmar’s agriculture, mining, infrastructure, manufacturing and tourism. The climate is suitable for a variety of plants to grow as well as a large number of arable land, water and natural resources are available there. Myanmar intends to develop 26 oil and gas fields in 2016.

    蒂林翁大使再次表示：开放的缅甸更符合中缅两国利益。
    At the end of the interview, Ambassador Thit Linn Ohn reiterated that an open Myanmar is more in line with the common interests of China and Myanmar.
